There is an intersection of innovation and policy that occurs when higher education institutions seek to deliver next-generation learning models and programming that doesn’t always fit within the traditional model. This often causes disruption in existing law, regulations, and policy within national, state, local and accreditation jurisdictions which regulate higher education.
- How do we “lead the way” as innovative institutions and keep the ball moving forward?
- What risks do we take to do this work?
- What advocacy will it take to make the necessary changes in policy to allow for increased innovation?
Understanding the nexus between policy and innovation provides a framework to better navigate or break through barriers and take calculated risks in order to push the limits to create educational innovations that better meet the evolving needs of 21st century learners.
During this Fischer Speaker Series presentation Dr. Chris Bustamante will answer these questions and share his insights from years of experience in the field. Dr. Bustamante is a well-known advocate for increasing access to higher education and degree completion and for forging transformational partnerships with business, government, and other educational providers. He is the President of Rio Salado College, which serves nearly 59,000 annually, with more than 30,000 students online and is the largest of the ten Maricopa Community Colleges.
In addition to his responsibilities at Rio Salado, Dr. Bustamante’s commitment to higher education is noted by his leadership roles nationally and locally. He serves as the president for both the National Community College Hispanic Council (NCCHC) and Continuous Quality Improvement Network (CQIN). In addition, he serves on the American Association of Community Colleges (AACC) Executive Committee and is a member of the Western Interstate Commission for Higher Education (WICHE), the National Council for State Authorization Reciprocity Agreements (NC-SARA), the President’s Forum Board of Directors, Higher Education Research and Development Institute (HERDI) Advisory Board, and is chair of the American Council on Education’s (ACE) Center on Education Attainment and Innovation. He is also the co-chair of the Education Committee for the Arizona-Mexico Commission, and a board member for the Friends of Public Radio – Arizona and the Boy Scouts of America, Grand Canyon Council. Earlier this year Dr. Bustamante served as a member of Arizona Governor Doug Ducey’s Transition Team for Education, and also recently participated in the ACE Presidential Innovation Lab.
